Checklist for Reviewing and Analyzing CPM Schedules
Has an electronic copy of the CPM schedule been provided to the reviewer?
Is the schedule complete?
Is the schedule sufficiently detailed to make it useful?
Are all submittals and submittal reviews included as separate activities?
Are procurement, fabrication and delivery times included as activities on
the schedule?
Are procurement, fabrication and delivery times reasonable and achievable?
Are realistic milestones or windows for delivery of owner-furnished
equipment and materials included in the schedule?
Are required start-up and testing activities included in the schedule?
Are start-up and testing activity durations realistic and achievable?
Is responsibility for each activity assignable to one entity?
Are activity durations reasonable?
How were activity durations estimated: company historical data,
subcontractor input, productivity calculations, guesstimate?
Have any float suppression techniques been utilized: e.g.
preferential logic, special lead/lag logic restraints?
Are activity relationships complete?
Are activity relationships valid?
If the contract requires resource-loading, have the requisite costs,
and/or labor and equipment been included? Compare resource-loading with
duration to determine if both are logical, reasonable and mutually
supportable.
Are the project calendars correct?
Is the overall schedule duration within the contract completion time?
Are contractual milestones met?
Are contract-described schedule constraints (construction sequences,
on-going operating constraints) included in the schedule?
Are there any artificial, non-contractual date constraints?
Are schedule activities adequately coordinated with other (multiple) prime
contractor schedules, if applicable?
Is the critical path reasonable?
Are there multiple critical paths?
What activities are near critical?
How does the work flow?
Are there conflicts between concurrent activities?
Is there an excessive amount of work at any time?
Are there sufficient resources to support the planned construction
operation?
Can subcontractors and suppliers meet the planned construction schedule?
Are any activities scheduled to be performed out of season?
If the schedule reflects an early completion date, is the early date
reasonable and achievable?
If there is an activity for "substantial completion", does it
reflect the definition of "substantial completion" in the contract
and is it realistic and fair to all?
